My guess it that they probably started making this about the time laundry stuff was released.

Well it's not as bad as them making it at the same time as C&D and withholding it, at least IMO.
In all likelihood this was produced at the same time as C&D. Packs take months to make, and the Laundry pack took about a year, no? I'm certain they plan well in advance, and this likely means they absolutely planned for this to be a pack on the side instead of it being a last minute decision.
IF it were content intended for Pets, but they couldn't get it in the pack to release the holiday deadline....? Make it free. It's not our fault they can't meet a deadline and we should not be punished for it.
I didn't even think about planning ahead, that's absolutely true. This literally makes me feel uncomfortable, but I guess it shouldn't come as a suprise really..
