It sounds like most of the stuff in this pack is intended for Cats and Dogs. Without that pack you get a bunch of non-interactive content that was cloned from the EP.
That, from what has been said so far, applies only to recolors of C&D pet bowls and the like. If it's interactive in C&D, it isn't here, but you can buy a noninteractive one. There's been no indication so far that that stuff constitutes most of the pack.
