A company like EA who's main focus always has been marketing (the company even started as a publisher who only marketed games made by other game companies) doesn't make such decisions at random. The top of EA are marketing experts who may not know very much about making the games - but they know everything about selling and marketing the games. So I am sure that they work full time on investigating the market and considering how they can change the games such that they become more profitable - and the developers can only follow EA's orders.
The big Sims games have always been the best selling PC games ever. So even if sales numbers for TS4 should be a little lower than for TS2 and TS3 then TS4 still likely sell better than all EA's big action games, big war games and the many big sports games. So I am sure that TS4 is very profitable too.
The problem for us here though is that if sales numbers for TS4 should be a little lower than for TS3 then the marketing experts in EA's top are unlikely to make the correct conclusion and make TS5 more like TS3. Instead they will probably make the conclusion that time and people's interests change and that EA should find new types of games to focus on instead of using even more money on old games which don't sell as well as they did earlier.
