I think this is very telling that it is a new The Sims entry (if you ignore everything else):
Create, model, UV, and texture fashion assets such as t-shirts, jeans, jackets, shoes, etc. in a realistic style to a high level of aesthetic quality.
Of course, this is all speculation based off phrasing, but from what it reads as, it looks like they are shooting to go with a more realistic art-style for the next game (perhaps like or beyond The Sims 3). The Sims 4, The Sims Mobile, My Sims, Sims Medieval, etc. all use a very unique, stylized art-style. Going for a more realistic approach in graphics is very time consuming, and costly. They would not take that approach for a spin off.

I don’t dare to hope (to be honest I’m very doubtful) but I’d love for you to be psychic today. IF this is Sims 5, I hope they’ll take all the time they need and this time around take both Sims 2 ánd 3 fans into consideration.

They’re better of doing cartoony with realistic elements, rather than realistic with cartoony elements.
The Sims 3 at times was a little bit too realistic when it came to Sim design. Child/Toddler Sims especially needed less realism and more cartoony aspects they were scary at times :joy:
Sims 4 toddlers are far more realistic than Sims 4 toddlers and in fact why I love them.
