I currently have a sim in this career and it seems to be working properly. I do find the outfit of the suspect might change, depending on the weather, but the clues on trait, gender, and age are always reliable. Hair colour might be tricky if the sim has one of those multi-coloured hairstyles.
And I agree with Kita, the suspect is already on the lot when the detective gets there. With my detective's first case, his suspect was an elderly female with an erratic trait. When I sent him out for the APB, there were four elderly females on the lot, and it was very frustrating as the option to 'get to know' was hardly coming up so I couldn't find out their traits. It took my detective his whole shift trying to find who the erratic one was. After that case, I bought my detective the reward trait where he will immediately learn the traits upon introduction, so it's now the opposite where it is too easy. I wish the detectives are given extra interactions when they are out looking for suspects so they can find out as much info as they need. But other than this particular reward trait, I haven't had to resort to any cheats for him to advance.
