For me, it also doesn't happen.
The first time I got the notification when I was on Sulani, on Mua Pel'am in my active household there. Weather was fine.
Second time, I was in SV when the notification came. Switched to my Mua Pel'am household immediately and again, nothing spawned.
It's always the first day of autumn. I will have to try again with all Mods removed and see what happens then.
