I never got the event notification - my Sim technically lives in Willow Creek, and was 'vacationing' on a generic lot in Sulani, so maybe that was the reason?
I got an announcement that the island had been restored and that turtle eggs had been seen, but no notification of the event. I only knew they'd hatched when my Sim was on the small island beachcombing for trash and there were suddenly baby turtles swimming in the ocean.
Edited to add - I got a notification of the event after my Sim returned to Willow Creek and her regular work week. Helpful, not.
