I've been wondering the same. Whether my Sims live on Mua Pelam or somewhere else, I never actually saw the event happening after the announcement :-(
I saw it for the first time yesterday. I didn't pay attention to the announcement; the way I noticed is that both my sims are in the conservationist career and so hangs around the volcano area ALL day EVERY day. And suddenly there were turtle balloons by the beach...
