I think your 2nd guess (b) is the most likely.
Laundry day was a shift from the norm (community involvement) and the hamster pack was a shift from the norm. Maybe whatever's coming this next quarter is also a shift. If so it would explain the lack of a teaser.
Trouble is though, next quarter is April - June, yet the EA play thing isn't happening 'til June.
Yeah, EA Play is only 2-3 weeks before the end of the quarter. Wouldn't make sense to announce then unless it's just an SP or GP that doesn't need much publicity time.
Maybe because April is the beginning of the new fiscal year, they're really not sure what's going to be ready for the next quarter. Maybe instead of paid DLC there'll be a series of major bug fixes instead, focusing more on repairing what's in game rather than adding in more stuff just yet. Maybe some sort of major feature that gets patched in, like we got the Gender patch and toddlers, but they're not sure if it'll be ready this quarter or closer to Q2. As we have the changeover in Community Managers and how they interface with Marketing, we might see a change in how packs are publicized to the Community (forums, Facebook, Twitter, etc.) as opposed to the general public.

I think potentially the new EP might be coming earlier than we expected. If the would want to release it this quarter but also announce it at EA play they of course wouldn't want to spoil it in a quarterly teaser. If an EP is coming out this quarter then it's higly unlikely that anything else is being released this quarter, therefor nothing to put in the quarterly teaser.
I hope my theory is right, I quite like the teasers and would hate to see them go.
I like this perspective, but why would they announce an EP part way into the month in which it would be released? that would allow a max of 19 days between announcement and release. So far with EPs they've announced them with a lot more advanced warning than that.
If they did announce the next EP at EAPlay it could mean it was coming out early in the next quarter (maybe July or August), but that would make it too early to have anything for hands on play...and they wouldn't really have time for the build up they normally do (blogs/videos featuring new activities and such). Plus, it would leave them with nothing big for the holiday shopping season.
Maybe we'll get 3 GPs this year instead, and they'll be announcing the GP at EAPlay. That would still give them time to have a couple of weeks of promo videos before releasing end of June, then a 3rd EP in December. I'd like to have a GP for improving education, maybe as a prequel for a GP or EP for University sometime in 2019. A GP could add education options like homeschooling or study from hom (similar to the CL careers) and maybe an active babysitter or Day Care career.
