Yes, in TS2 you could see rain on the roof and it was pretty neat. However did you notice that in TS3 they didn't do that? It's like they traded off that effect for rain dripping off of the roof. It's like we can only ever have one or the other!
None of The Sims Seasons EPs have ever done a particularly good job at making the environments look wet during/after it rains. If anything, TS4 actually does this better than previous The Sims games. It's still not satisfactory, but it's more there. I would actually be much happier with the effects if they would just stick around for maybe half a sim day after the rain ends.

See how the dirt texture has actually gotten darker to give the effect of the dirt actually being wet? That is new, and I love it. They also use this effect to make it look like the puddles are dimensional and natural.

The puddles also have a reflective visual quality to them.
The disappointment I have with all of this? Like that first screenshot looks exactly like how it should look *after* the rain has stopped and is beginning to dry, not how it should look in the middle of a rain storm (all of the dirt should be darker in that instance). But I will say I'm happy to see the detail put in at all. I also think that all textures should become reflective when and right after it is raining.
It's a shame that we didn't get the other rain details. A lot more detail was put into rain overall, so I say we got some tradeoffs here, which The Sims is notorious for. I mean just look at what I pointed at initially - The Sims 2 had rain running on the roofs, but The Sims 3 did not. The Sims 2 did not have rain dropping of the roofs, but The Sims 3 did. Certainly I think EA should patch those effects (and the effect of raindrops hitting the ground and other objects), but I sincerely doubt they will. Sadly.
The effects I would have loved to have seen in regards to rain are everything I mentioned above, along with rain drops running down windows. Also I think that when snow melts water should be dripping off of roofs and other things.
