It's for all sims.
To expand on that: if you grab the sclera (not to resize the iris/pupil) you can move the eyes separately from the brows.
Things I didn't know: definition of "sclera". I thought perhaps it had something to do with scleroderma (and in that sense, it didn't make any sense). Now, I know!
