I tested it a bunch of times and whenever both sims are embarrassed they get the failure to conceive. I think the chances of the woohoo stuff is limited to emotions. She was sad for 4 hours because she couldn't have a baby. I think fine gives you a 50/50 chance of getting all moodlets and 50/50 chance for a kid. Happy increases it by 10, so you have 60/50 chance of getting both good and bad moodlets from woohoo and 60/50 of either having a child or not. However, Sad embarrassed sims can woohoo and make babies. So you can get a baby if one sim is embarrassed, but if two sims are embarrassed the conceiver gets the failure to conceive moodlet. I did this 3 times to make sure each time I went to the main menu to see if its true. I did the experiment 3x made one sim angry than had the sim that was not angry try to woohoo with them, but was rejected and gave both sims a ambarressment moodlet of awkward conversation.+1 Now I had that same sim do the woohoo again and the other one accepted because embarrassment is weighed more than angry, so the sim will now accept it. However since both are embarrassed they both got the moodlet performed badly or poorly performed which is a embarrassment moodlet of only +1. The one that conceives goes to the toilet and shakes her head no and cries and wipes her eyes and you get a Sad moodlet failure to perform. I did this test 3x and when both sims are embarrassed they can't have a kid.
