Apart from the global Fame setting in Game Settings, you can enable/disable Fame for specific Sims, too. This overrides the global setting for that Sim.
For example, for me personally, it makes more sense to disable Fame globally, and just enable it on the few select Sims I want to make famous. That way none of my "normal people" Sims will accidentally gain fame.
