I guess it depends on where you live. In cafes and restaurants here, many people bring kids and toddlers, even babies. So long as it is not in a bar or an upscale restaurant then there is no problem with it. We have libraries if people want peace ;)
I work in a very child (and small dog) friendly coffee shop in real life. We get lots of mums who went to baby groups together, or whose older kids go to the same school and they come in with their little ones. I used to visit with my young family as well, it's nice to go for a long walk to the park and then grab something to eat, especially in winter when you want to warm up! We have toys, books, and crayons to keep them entertained, and we have special kid's choices.
The libraries are very child friendly too. They have story-time and mum and baby events. And local schools visit them.
I wish we had some way of making parent and toddler groups using club rules. Or if we had lot traits that encouraged or discouraged parents to show up with their children. 'Family Friendly' or 'No Kid's Allowed'.
