I consider the vampires being/standing on my property as breaking in. They are not welcome. They have no reason to visit any of my Sims. I even avoid them if the game decided to give them a npc job like at a food stall, restaurant, bartender, etc. Luckily, I found a mod that now works and shuts off their ability to use powers. I still like the build/buy to make fixer upper homes, but expected to be able to get rid of the unwanted lifestate in my game.
Seeing the vampire NPC's in jobs, or walking through the neighbourhood is just them following the same programming as every other NPC. It's how the game works.
As for the build/buy options, they're just set dressing, it's not like what a real "fixer-upper" home would be in real life or in a proper simulation. Since you/your sim can't actively pour money into the homes to improve them.
I honestly think the best solution for you is to remove the pack entirely and live without your set-dressing items because basically you are standing in a fire and complaining that it's hot.
