I have built a couple of apartment blocks on 20 x 15 lots, One of them has 3 bedrooms in each of the 4 apartments.
It is possible, and I am playing BFF in one of them and they seem ok with the space.
You do need to build a basement for the shared space though. And try to cut the space the stairs take up. Elevators would be handy. :)
