I was going to say get employees with the neat trait and even add it to your sim. Any idle behavior will more likely be to "clean". I don't play with the businesses because I feel they are poorly done, but you can tell the lots that have neat trait sims vs non-neat sims with pets. My neat sims will never allow a mess or waste from a pet to stay there for more than a few hours.
