It’s almost certainly going to be an EP. Game packs don’t have anywhere enough budget for all these things they want to do.
In old surveys it’s listed as an EP as well. I wonder if it’s going to be the November EP this year as I doubt they’d release a Winter EP in June.

Seeing as we have snowball fights already and one of the main features is walk around in snow shoes... The new content is lodging, snow angels, build snowman and snowboarding I'm sure snowboarding will be locked to a single object so really not much but only because this is Sims 4 that could be expansion worthy.
