I don't think it matters what level you are. I've had sims who are only a level 2 at something, but if they've gone up a level or 2, done all their work and attended all of their classes, they've graduated with an A+. I'm not sure exactly how much improvement you need to show to be honest, it usually happens naturally through coursework, I've never really needed to do more. It's usually about 1 or 2 levels.
Just make sure you have enough room for improvement through all 3/4 semesters that you do. Some courses focus on a skill throughout all semesters, so if you go from 8 to 10 in the first year, you won't have room to improve in the next years, if that makes sense. I've found it's actually better to go to university with lower skills, and through the courses you build them. I've always started with less than level 4 in skills, and usually graduate with an A+, with my relevant skills rising 3 or 4 levels throughout the whole of university.
