I am personally in love with Sulani, especially to have sims live there actually. I have used it as a vacation location too, and that works beautifully and your sims will be happy and relaxed when returning, but it's when you live there you really get the community feeling. Every day something is going on. Two days a weak at 6pm you can eat with the community, a bbq and a potluck event. Every Sunday at 9 am there is a family day at the beach (note that this is not on the beach lot, but a beach that isn't a part of the lot). Every Friday night there is a bonfire at the beach (same beach, everything happens there, and there is really rarely a reason to go to the actual beach lot). Once a week there is a fishing competition, then there is a art festival of some kind and a flower festival - those are less fun but a great way to meet the community. The beach bar is a fun place to hang out as well, and Sulani itself is beautiful. I can't say that I understand why some thinks there is too little to do, I've found lots of stuff, from swimming, fishing, snorkling, diving, playing in the sand with the kids, cleaning the beach, playing with dolphins and hanging with the community I have more than enough to do there.
So yeah, my recommendation would be Sulani, but it really is up to which kind of activities you enjoy. I hate cold and winter, so snowboarding and skiing was never my thing. To be honest though, I've only had sims vacation and visit in Mt Komorebi, so I haven't tried everything yet and I don't know the "feel" of the place when you live there.
The jungle is also fun for a while, and the world is beautiful, but exploring it takes forever in sim-time so bring a tent, a cot and food to save time so you can sleep on the way, and make sure your sim has a long holiday to have time for it.
