It would be most useful in worlds that have things to do in the neighborhood, like the beaches in Sulani or the festivals in San Myshuno, because if you're going to have to go through loading screens to access all of the local content you may as well just travel from your home lot. But there are some neighborhoods that just have a nice vibe, pretty fishing spots and nice public spaces that could work well for a relaxing weekend.
For storytelling purposes you can send US sims on European vacations and vice versa, with the worlds as they are. And you can change some of the other worlds to make more international venues if you have the patience.
I like the Strangerville idea too. It makes sense, if you have an established sim you just want to play the story with and don't want to actually move them to that world.
