I was able to get it at 5 and it was the same with last 3 months packs they have all been at 5 maybe they've changed the time I'm not sure but it's very fun

nice, the content breakdown didn’t seem to mention which packs exactly will be available...do we know if the gardening update means seasons will be available?

No, it's just an update that came before seasons on PC. I imagine it will be either a stuff pack or gp that comes out for console next. But we are catching up, so it's only a matter of months until we get seasons.
