There was a bug several months ago where houses downloaded from the Gallery didn't have the Residential lot designation (I think they were designated Generic) so Ask to Leave wasn't available. Go into Manage Worlds, click on the house and check the lot type; if it says Generic change it to Residential (you may have to evict your Sims and move them back in; make sure to clear everything out of their inventories before evicting them) and that should resolve the problem.
