Screw with their emotions!
You can make them play an instrument they suck at in public, or make them pee on themselves, have them walk in on someone using the bathroom, all of which will embarrass them. If they're a teen you can talk about Woohoo with them, too.
Make them tense by keeping them from doing anything fun. Make them clean a lot. Make them Work Hard at work. SET SOMETHING ON FIRE probably don't set something on fire. Still, in TS3 you could start a fire by putting a rug under a fireplace. It doesn't necessarily need to be near anything valuable, just on the lot. Something to think about...
You can try to keep them from talking to anyone to make them sad. Failing that you can make them wear the Sad Panda Hat which will make them sad just by wearing it. It's really easy and will make them cry, so...
