Tbh I don't really see them adding cars the way everyone thinks or wants. I see them being more like the closets from GT where there's an animation for them getting in, but nothing else. Well I imagine there'd be other interactions such as woohoo, work on, or even those little rabbit hole trips such as volunteering from PH. Like maybe there could be the interaction on the car, "Take Road Trip" and they'd be gone for a few days. Another one could be "Teach to Drive", which would probably be more geared towards parents teaching their teens. Although there could be a 3 level skill called driving, every age(Teen-Elder) could learn. If we do get cars, this is how I imagine they'll work since there's not really functional roads and none in some like Windenburg. Maybe there'd be a pulling into the garage animation though.
Even a "rabbithole" car would be an improvement. Or, they could do vehicles the way a Sims 1 modder did: the motorcycle travelled around at random on the back lawn while the Sim was riding it. That kind of thing would work great for a toddler's tricycle. Surely there must be some way to sync up the graphics of the passing cars in Sims 4 with the location of a Sim using transportation...like a bus for instance. The Sim could walk to the bus stop, then take the bus from there. Heck, maybe they could make it into a loading screen, they managed to do cut-scenes in Sims 2 (first kiss, woohoo) based on Sims appearances, surely something like that might be possible in Sims 4 only with transportation? The loading screen could be a door opening (if walking next door to neighbor's house), or a bus stopping in the neighborhood and the Sim getting in (if to another "world" or another area of the neighborhood). For vacations, they could show the view out the window from moving transportation that the Sim was supposedly in (plane, train, bus, car). For buses and cars, they could even show glimpses of billboards out the window, along with the usual trees or buildings or construction. Maybe even some Burma-Shave style signs. In Sims 3 they even managed to put a mini-game in a loading screen, so surely a cut-scene would be even simpler. The existing loading screen could be used as the start-up loading screen. Speaking of start-up loading screens, I seriously miss the intro movies from Sims 2 and Sims 3 before the neighborhood screens.
