Actually if you look at the other map they had - it would have not been a promise not kept. The desert world showed actual roads and drive ways to every house and all house lots connect to the street. I do believe before they changed to this map and world, it was intended. There was an area just like Willow Creek as well - like the one we ended up with - so obviously cars were not in all areas - and just like our Willow Creek had the same look - the fake streets with curbs and meridians. The devs then also said at that time that all life stages would be in the game.
I have to assume in 2013 that map was the one Grant was speaking of - unaware that was being changed. I highly doubt he would have said anything that was that direct if he did not know it existed at that time. He may be head of eps but not head of the final say in the overall game. Also someone else I was talking with suggested maybe that video covered the online, and perhaps only online had that, so when online was removed, all that went with it. But who knows.
I know if you remember back after that - a year later right before the game came out and it and they finally said no ownable cars, no toddlers, no pools - etc - some one actually ask him about that and why they said differently in 2013 - and you could see stress building in his and Grahams face - I was not too surprised to hear his rather gruff "Things Change" reply. He was obviously not happy with it - none of the devs were - but it was obvious it was not their decision to make.
Unfortunately players always blame them - but what it comes down to is someone else at Maxis or EA are the only ones who can actually determine what we end up with. I noticed during a few instances of showing a coming game - I have actually seen a dev turn around and ask others if something made it into the game or not. Like the fruit stall in Windenburg that were in the concept drawing - devs apparently had made them - and assume they were in the game - players loved the idea - and suddenly the dev said they had not made it into the game after all. Heck that was like a few weeks before the game came out even - so obviously THINGS CHANGE - happens a lot to the devs - but yet players all blame them.
I've learned to pay real close attention during the devs showing of the game before eps come out - and have really noticed in the Sims 4 there is really a big disconnect between the devs and those heading the game - and was seemingly not like this in previous series of the sims. I have no idea why though - but I do know people used to be a lot happier with the results and excited about eps in past games that is very obviously missing in Sims 4.
ItSometimes it seems like the devs has a vision and creates that vision, and then someone else over them has a different vision, and pinpoints what can stay and what has to go. Else wise why would the disconnect be so obvious. I think the eps are less what they were planned to be and designed to be due to this, and it is showing deep in the eps mainly because they feel incomplete - and probably because they are incomplete. Of course I don't know - it's just a feeling I get.
People who have played a game for 18 years know something isn't the same. People like me - pay much more attention to little things like that, but I am sure I am not alone.
