Since I do have children, I can say age 5 is still a toddler. Toddler clothing goes up to size 5 and is still found in the baby/toddler section. While some age 5 children wear larger sizes, they are considered in the larger than average. Toddlers also are mastering more than just walking.They are mastering complex coordination at that age, which is running, cartwheels, somersaults, etc. That is why I see it that way. Btw, one of my kids were in the toddler section of clothing until she was almost 10 years old.
The sizing on clothing has almost nothing to do with the age of the child. I have three grown children of my own and am the proud grandmother of twelve grandchildren. The standard for toddler is 2-4 years of age. And all kids come in various sizes. Our five-year-old is very petite and has been since birth. She has five sisters and three brothers, ranging from 10 1/2 down to almost 9 months old. Her next younger sister is three, the one after that is just turned two. Both these younger girls are almost as big as the five year old. They are larger children, to be sure. My three children were on the lean side and our only daughter (the mother of the ones I was discussing) was petite, herself. She always wore a size smaller than her age. In fact, she wore a size 6 mos. undershirt until she was a year old! So, in this case the item said 6 mos. as in age, it was really only a hint based off of the average size of a child of that age.
Toddlers are called toddlers because most of us are very unsteady on our feet, initially. Since there's a wide range of normal, not all children begin to walk at any set age.(Twelve months being the average.) My daughter was expected to walk at nine months of age, since she sat up (without support) on her own by four months old and was crawling by six months of age. But, she ended up with ear problems, which is why the pediatrician thought she didn't walk as soon as predicted. But, she also assured me that was a 'good' thing as most babies don't have it up here (she said as she tapped her temple) to be walking around and are quite dangerous.
And wow still wearing toddler clothing until she was almost ten must have been very hard on your daughter.
