Yes, if CAW cannot be done use the editing tools from Sims 2. I had an rough time with CAW in Sims 3 as I felt it had an steep learning curve but I loved other people work as they knew how to use it. they may not necessarily have to let one make new Neighborhoods but at least let one edit the neighborhood and make the lots or change it as it was done in Sims 3.
