What If Seasons is Confined to Specific Locations?

Gaging the requests for Seasons how would you feel about weather being confined to one new world or four different packs for each type of weather? Or one pack like one pack that contains four differ...

After finally feeling happy about this game after sooo long, it would really tear me to shreds. Since we're not in the scenario at the moment though (as far as I know). I can only imagine depending on how bad it could be I'd either be done with just TS4 alone or just any new iterations period.
