I see no reason why they would do this. If a full wolf form was to be included as part of a Werewolf pack, there’s nothing stopping them adding a single mesh design for it to base game so that it was functional. It wouldn’t take anything away from C&D, as it would be a single mesh form, as compared to the numerous possibilities available in C&D which can also be customized and mixed and matched.
A full wolf form for a werewolf is not going to function the same way a dog from C&D would anyway. One is a “disguise” for a sim lifestate and would be controllable. The other is a pet that the player customized but cannot control.
Two separate things that may share similar visual assets and animations, but vastly different in play.
