I'm having a similar situation in Sims 2 at the moment: Two rival gang leaders who have very good chemistry with each other, but negative relationship scores. Everytime they meet, the red hearts come up. I percieve it as some innocent "if only circumstances were different, we might have had a chance together".
Well that's messed up. Looks like the best option is to shift click on them and move them in.
