The only problem with this theory is the survey you are speaking of was taken this year and they have said they started working on this expansion last year. But then again the surveys could have been meaningless and it was in the works before they were put out.
That survey was in January though. For them to create the survey in the first place they would have had to have already decided the theme and had some first-examination meetings where they discussed different possibilities and gameplay and aggregated their discussion into lists and put together concepts - especially in a corporate setting, that takes time. For the survey to be ready in January, they would have to have been working on it sooner than that. Which would mean they started work on the EP last year.
