In my games Eliza has always been one of those stalker sims that are always near your house, in case you want a new friendship or social needs boost. I don't really mind it that much, since she does not actually enter the house and none of my sims are forced to talk to her. I do think her story with Bob is interesting and they would be fun premades to play as.
