Yup it's MCCC as it causes story progression and generates marriages and children among unmarried townies/premades. There is no unmodded mechanism to generate marriages for unmarried Sims that doesn't have the player do it (and Don isn't married by default) so without it he'll never end up married. He's still no bueno!
