While everything is beautiful, it's shallow. I get bored very quickly. I would play TS3 for hours. I'd lose myself and realize that it's the middle of the night and I need to be up in a couple of hours. That has never happened with TS4. I can go months without playing and not miss it. I mostly build because I find the gameplay so boring.
TS3 was just as buggy, it was unplayable unless you used mods. At least I can play TS4 without mods, I just choose not to do that. So, it does have that over TS3. I wish I could still play TS3 but my computer is too advanced and the game will barely load.
