Changed my mind actually, I think my main issue is how the game relies so heavily on player direction and the players imagination. (more so than any of the other sims games)
For example High School, you get the school building, and the active school event, but if you want anything else to happen it's up to your own creativity and direction. For example if you want gym class, you have to make a gym room and direct sims to use it, if you want bands, you have to make a band room and direct sims to use the instruments.
If you want school cliques or your sims to have friends, you have to put them together and actively make them interact, there's no system where sims will autonomously sit with their friends/clique at lunch for example. There's no gameplay system such as "this sim is sporty! they autonomously hang out with other sporty sims in the gym at lunch/after school.", or "this sim is rebellious! they autonomously disrupt class, are late, often spend lunch break in detention, graffiti the school building, and doing rebellious things will make your sim liked by this sim!"
Basically it relies too heavily on the player to orchestrate everything and "tell their story" rather than the game giving direction or things happening without the player telling them to happen
