Get Together EP, City Living EP, Parenthood GP I would say bring the most gameplay, interactions and objects.
The final 2 packs would depend on your gameplay style and what you're willing to spend.
EP: if you can afford another then Get To Work I get more use out of and if your want careers, it obviously adds some. Cats and Dogs is good if you really want a pet but I find the game play limiting.
GP: I really like Spa Day as I use many of the objects in everyday Sim life like the decorations for my sims bathroom. If you want a vacation world then choose Jungle Adventure over Outdoor Retreat or both together as some of the objects in Outdoor Retreat work great with Jungle Adventure. If you like the supernatural, then Vampires is really well done and thats coming from someone who doesn't care to much about supernatural stuff. Dine Out is just a hot mess. Looks great, great idea but the meals basically take 15 hours to get seated, served etc so your sim ends up more uncomfortable then when they started and people wander around in a random, irritating fashion.
SP: Again depends on gameplay style but I really enjoyed Backyard Stuff, Laundry Day (even if it takes a while to wash things) and Perfect Patio. I would avoid Spooky Stuff (although some things go well with Vampires) and Luxury Party. The rest all have equal pros and cons like Fitness is great for CAS stuff but not new gameplay, Cool Kitchen has the ice cream maker but only one new unit and cupboard in different colours etc.
