I love occult Sims, but you are a normal Sim player, so I feel you should build from that.
Sims 4 Seasons, it is a good way to bring in weather into the game.
Sims 4 Cats and Dogs, I feel you can't live without pets. My first pet stuff is an option, but it is just DLC for DLC, so get this last.
City Living, which gives your Sim apartments, and some other stuff.
Get Together, so your Sims can meet and have groups.
Snowy Escape, if you don't want all your Sims to live in one type of area.
For family game play, I would suggest some of the following.
Parenthood
Toddler stuff
Kids Room stuff
For normal game play, but to add to the game
Get Famous, where you can have a Sim become famous.
High school years, waiting for a sale on this one myself.
Growing together, newest one, but you can have some generational game play.
Cottage Living for a bit of a challenge of owning a farm.
Tiny Living, for living in smaller places.
I would have mentioned Get to Work, but that does have aliens.
Just decide which big packs you want, and then add what interests you the most.
For myself on packs, I more or less bought my packs based on how I liked a version of them from Sims 2 and 3. I also focused on Occult, and then slowly bought the other packs.
