I don’t think the devs see this as broken. The Sims 4 doesn’t want to create that kind of “drama” that the Sims 3 and sims 2 do so well. I don’t think it’s necessarily linked to a open world because the sims 2 does it too. Although of course in the example given it was the open world that caused it.
Sims 4 doesn’t want to do things like that in the vanilla game. It’s a story telling device with a huge focus on being a safe space for people.
