Gonna bet on something like Langogne, a French city which uses historical "wolf-beast" attacks even as part of its tourism, the same beast is also often used in Werewolf themed media. Central town-village thing, rental lot included, by the shores of a lake (just like the city IRL). Then a far off second area, a hilly forested area overlooking the town from a distance (like in the city worlds where you can see one neighbourhood in the horizon line of another) This in particular would solve the Rural vs Urban dilemma, it would be both lol, perhaps with a division between tamed town dwelling werewolves and the wilder purist werewolves in the woods.
I like that idea, it's the best of both worlds. My plan was to use Henford-on-Bagley if we didn't get a new world because I wanted something suitably rural but with a nearby village, but I'm far from alone in wanting that. I know some people wanted a more urban environment and what your describing gives both sides what they want. I really like you're wild purists vs. tamed split. One bunch is the ones who embrace their feral nature and love being werewolves the other were unlucky in being bitten and turned against their will. Makes for an interesting dichotomy and gives us interesting back and forth between the two factions and some seriously cool gameplay options.
