Meh.
Have you considered using houses from the gallery? I used to fill up my new towns in TS2, with some of EA's houses from the bin. Peppered in between were my own builds. But, an empty town can be daunting. It took me years to finally give it a go. I never could master the CAW tool from TS3, though.
