*no snark intended here* you could always save the townies and the houses to your private gallery and place them down in those lots. That way you'd have those ready to go. :D
Do you mean the "not in world" townies? Yeah, I guess that could work.
The only thing that still bugs me is the lack of houses. I have never been able to make houses in any of the sims games that look even remotely appealing and I still can't figure out the roof tool.
I understand that people wanted empty lots, but would it have been that hard to just have houses there and have people bulldoze them if they wanted to?

Have you tried loading lots from the gallery? I'm a lazy builder with mediocre skills, but I've found some amazing houses there :smile:
My plans for Newcrest are still open. Will definitely try practising my building skills. Also it seems like a nice place for the following generations.
Second the Gallery recommendation. I'm in the process of remodeling some of the existing EA houses to add basements (and make other improvements, such as additional bathrooms where possible). It'll also be nice to have houses for my Sims' kids, whether or not I choose to play them. Might create a few more families just to place in the new town, or find some families from the Gallery. Maybe even take some of those game-generated families and tweak them a bit, then place them in a house. (Yay for freerealestate cheat!)
