I've had issues with lottery, my Sims will purchase a ticket with no problem. When 2 am rolls around, there is an announcement that says it was successful, but no announcement as to who, if anyone, won the lottery. If my Sims ever won the lottery, they would gift the money to family in another household as my Sims are rather wealthy.
