What's the worst expansion pack and game pack and why?

I’d probably say Cats and Dogs and Dine Out or Outdoor Retreat. The uncontrollable pets bother me. Dine Out seems to get buggier every patch, and Outdoor retreat is just boring, plus Seasons made the aspirations really annoying.
