I hear the phrase "tuli peppy" almost constantly, (mostly with musical voiced Sims) and have grown to quite like it.
It often comes as a question: "Tuli peppy? Ishi noishi noikform, ha?"
I think it has different meanings in different situations but wonder if it is a Sim's way of giving an opinion, then seeing if the other agrees (e.g. "is this bar cool or what?").
My favourite though is "moochi peachy" (which seems to be popular with sweet voiced Sims), which I think has a similar purpose to "tuli peppy".
