There is a difference between meteorological (weather) winter (until march 1) and astronomical (calender) winter (March 21). As far as I am aware, the releases they have in the trailers go by the astronomical winter, not by the meteorological one. So, yes, it can come before March 21, but that's still March.
As I’ve already mentioned above, Vintage Glamor was announced as a Winter release and yet it was released in the astronomical Fall. Fitness Stuff was announced as a Summer release and yet it was released in the astronomical Spring. So no they do not go by astronomical Seasons at all.

Now, if some packs have come out earlier than expected, none of us know what goes on behind the scenes. All we know is when the packs are supposed to come. Dine Out was most certainly delayed (there was no way that they planned to release both Dine Out and Kids Room Stuff in the same month from the start; it only happened because Dine Out was pushed back). The astronomical season thing was an excuse came up by SimGuruDrake because she didn’t wanna admit it was delayed. Their marketing department that makes these teasers does not go by astronomical seasons. - DomainGoat90New Spectator

Last year we got 2 Gamepacks only 4 months apart. - 2014: Base game
2015: 3 SPs, 1 GP, 2 EPs
2016: 4 SPs, 2 GPs, 1 EP
2017: 4 SPs, 2 GPs, 1 EP
2018: 1 SP, 0 GP, 0 EP (so far)
Right?
Anyways if its this month then so be it. Its theme is a mixed feeling. But at least its not a party themed DLC again.
