There are at least two coconut trees in Mua Pel'am. The easiest one to find is next to the public restrooms. It does take a few hours in the neighborhood for the plant to sprout and at least two days to grow before it produces a harvest. The vending machine in Ohan'ali Town is the fastest way to get coconuts.
You can find the other three harvestables around Caldera Camp in Mua Pel'am. They should be ready for harvest in about a day as long as you stay in that neighborhood. Otherwise, you should try seed packets.
