Turns out, you have to expose them one way or another. If you can become close friends with one, you can ask and they'll say yes. All mermaids then start showing.
To make it quicker, you can also go to a public place and blow the "Ordinary" conch shell. Any mermaids in the area will run over and make the dolphin noises. You can then go into Friendly and "Ask about strange reaction", that will expose them also without needing to be close friends.
