Theres a lot of things that creators do that are against ToS. Like when creators take meshes from paid content and make them basegame compatible without even editing them at all. Yet you never see anyone eager to report something like that. I just think when people get upset over things like this, its usually personally charged and its probably not because they care so much about protecting the sanctity of the ToS or how the rules work.
