Where is Jasmine Holiday?

I haven't had any issues, she's always right outside my house first thing every morning.
My sims live at Oakenstead, if that helps.

Go to oasis springs park. I always see her there. On the other side of the road

I have done everything I can, I have looked for any mods, hung around the communial garden wait for literal days I have repeatedly left candy skulls, but jasmine just won't appear, what could I be doing wrong??!!!!!??

@TillyLucker Jasmine only appears in the game during an active challenge. She was around during the Spring Plant Sims Challenge from about Easter to the beginning of May. But now that challenge is over. The sugar skulls were part of the challenge we had during Halloween. They won't summon Jasmine, but I do believe you can still make offerings with them at the graves of other sims and use the completed collection (which now has to be purchased in debug mode) to establish a friendship with Grim.

So how do I do that, and what is the latest challenge?

There is no active challenge now. We probably won't have one until some time around Halloween.
To complete the sugar skull collection:
You can find the cabinet that holds them in the build/buy catalog all the time.

To get the full skull collection though you'll have to open the cheat panel in build mode by using ctrl+Shift+c

Enter testingcheats on

Enter bb.showhiddenobjects

In the search bar for the build/buy catalog enter debug

Then open decorations misc and as you scroll the skulls should be there and you can place them In their display case

Once you have them in their display case exit build mode and click on it, then click on the "honor the dead" interaction.

@TillyLucker it's in your build/buy catalog I can't remember if it's in decorations misc, wall sculptures, or surfaces under shelves, or misc. But it's available without using debug mode. You can also use the search feature in the build/buy catalog I believe it's simply labeled "sugar skull display". :)
